Fillets En Papillote

4 Flounder Fillets (1 lb.)
1 cup chopped tomatoes (2 medium)
2 Tbsp. minced onion
2 garlic cloves, minced
1/4 tsp. grated lemon peel
2 tsp. fresh lemon juice
1/2 tsp. dried basil
1/8 tsp. ground black pepper
4 tsp. unsalted margarine
1/4 cup minced green pepper

Preheat oven to 350 F. Place each fillet on aluminum foil or parchment paper. Sprinkle each fillet with equal amounts of tomato, green pepper, onion, garlic, lemon peel, lemon juice, basil and pepper. Top each fillet with 1 teaspoon margarine. Wrap and seal all edges. Place on a baking pan. Bake 20 minutes or until fish flakes.
