Layered Baked Flounder

2/3 cup non-fat dry milk powder, divided
1/2 cup skim milk
1/3 cup + 2 tsp. plain dried bread crumbs
1/2 tsp. salt
Dash of pepper
1/4 tsp. chopped parsley
1/2 cup shredded carrot
12 oz. Flounder Fillets
3/4 cup diced celery


Preheat oven to 350 F.


Combine milk and 1/3 cup milk powder - set aside.


Combine remaining milk powder with crumbs and seasonings - set aside.


Arrange shredded carrot over bottom of small casserole, top with 1/3 of the Fillets. Sprinkle with 1/4 celery; 1/3 crumb mixture. Repeat layers 2 more times.


Slowly pour milk mixture over all.


Bake approximately 40 minutes or until milk bubbles around edges.


Makes 2 servings
