Halibut with Scallions

2 tb Fresh ginger - minced
1 Clove garlic - minced
2 tb Scallions - sliced thin
2 tb Sesame oil
2 tb Lemon zest
4 Halibut fillets
Salt and pepper

In a mixing bowl, combine the ginger, garlic, scallions, oil and zest. Remove the skin from the fillets. Divide the ginger mixture and pat evenly on the fillets. Lay a fillet in the center of an 8 inch sheet of plastic wrap. Fold the plastic to create a tight package. Repeat with other fillets. In a steamer basket or vegetable steamer, steam the fillets over simmering water for about 12-14 minutes. Unwrap and serve.
