Quick Fish Chowder

1 lb. package frozen Haddock (skinned Fillets, thawed)
2 cups water
6 cups whole or 2% milk
1 cup diced celery
1 cup diced steamed carrots
1 large onion, diced
3 white medium-large potatoes, diced
1/2 tsp. garlic
1/2 tsp. white pepper
Salt to taste

Combine ingredients and simmer 45-60 minutes. Do not stir. Just before ladling, stir gently to mix.
